In the jurisdictions that accept eFiling, rules were written based on the use of paper documents and manual delivery processes. Now that eFiling processes are available, changes were necessary to accommodate the new electronic filing procedures.

IT IS MANDATORY TO EFILE CIVIL I CASES

AS OF FEBRUARY 5, 2007, IT IS MANDATORY TO EFILE DESIGNATED CIVIL II CASES
It will be required to eFile and eServe opposing counsel on active/pending cases and new cases in the DC Superior Court effective February 5, 2007.  The only documents that will NOT be eFiled are: Complaints, Affidavits of Service, In Forma Pauperis filings(IFP), pro se filings, motions to seal a document and the document,  those documents that require a seal or signature of the Clerk of the Court such as a Writ or Summons and those documents that are exhibits that are not capable of being scanned for uploading such as a tangible object.
